Opportunity

During the summer of 2016-2017, Emergency Management Victoria rolled out the Emergency Management Common Operating Picture (EM-COP) project.

EM-COP is an integration portal of knowledge and information available to all emergency management personnel for use before, during and after an emergency.

While it brought a new capability to publish warnings and public information about disasters from all agencies in one place, it offered a challenge in communicating to multiple agencies to support them to start working together.

Our approach

We developed primary key messages to drive a streamlined language across all emergency management organisations. This was considerate of each organisation’s individual culture and role.

Secondary support messages were created specific to EM-COP strategic deliverables, with a drip-fed communications strategy. Messages were tailored across multiple levels from Executive Leaders to grassroots support personnel.

Outcomes

EM-COP was launched with a media photo opportunity featuring key leaders from participating agencies across Victoria.

Two months of online training and briefings followed before EM-COP was successfully launched in November as part of Fire Action Week.

EM-COP is now deeply embedded as a tool, driving strong collaboration between all agencies involved in emergency management. The portal now has almost 10,000 users across more than 170 agencies, organisations and government entities in Victoria.
